EU Groups & Initiatives
Several EU groups and initiatives are relevant for the health and welfare of animals
The two most important ones for the scope of CARO are:
- The Working Group on Companion Animals operating under the Intergroup for the Welfare and Conservation of Animals of the European Parliament. The Working Group consists of 6 MEPs, the Secretariat is held by Eurogroup for Animals and FOUR PAWS is a permanent observer together with the EU Dog and Cat Alliance.
- The Voluntary Initiative Subgroup on Pets (Dogs) in Trade sitting under the Commission’s expert group EU Platform on Animal Welfare (EUPAW). The group consists of 13 Member States (BE, DE, DK, ES, FI, FR, HU, IE, IT, NL, PT, RO, SK), FVE, RSPCA, the University of Milano and Eurogroup for Animals and produces guidelines for instance on responsible dog breeding, responsible cat breeding, commercial movement of cats and dogs by land as well as leaflets (for online platforms selling dogs or for buyers of dogs) and infographics (for online platforms selling dogs or for buyers of dogs).
These guidelines are to be considered by the EU Member States with the aim of reaching a level of harmonization in national legislation and practice, and by the European Commission when proposing legislation. The Model Solution developed by FOUR PAWS and Europetnet, “VeriPet", for safer pet trade is among the recommendations to the European Commission and Member Sates endorsed by EUPAW.
